Parent Auxiliary
| PURPOSE of the RIS Parent Auxiliary
|
| The main purpose of the RIS Parent
Auxiliary is to promote cooperation and understanding between
parents and the school administration and teachers, to help
the school attain its goals, and to propagate its philosophies
for the benefit of the students.

| GOALS of the RIS Parent Auxiliary
|
- To encourage constant, positive communication between
and among students, teachers and parents.
- To support and help promote the school theme "Union
of Hearts through Caring" through acts of kindness.
- To act as advisory council to the school on such issues
as curriculum development, school planning, and accreditation.
- To raise money to benefit the school, e.g. sponsorship
of the Student Planner, reading programs, student awards,
donation of learning resources, etc.
- To highlight the expertise and accomplishments of the
students.
- To foster good relations among RIS parents.

The school welcomes contributions
from parents. The RIS newsletter is published monthly,
and is one of the main avenues of communication between
and among parents and the school. |

The PA General Meeting is usually held on
the first Thursday of each month, from 7:30 a.m., in the
conference room on the 6th floor of the RIST building (IS618).
Everyone is welcome to join these meetings.
You can donate food or money
when requested.
You can help sell goods during or after
school for fund raisers.
You can donate prizes or goods for school
functions.
You can take or teach classes for the
parents.
You can act as a judge for speech, talent,
or other competitions.
You can help at school dances.
You can give a talk or a demonstration
in your area of expertise.
You can accompany classes on field trips.
You can help in the classrooms as often
as you wish.
You can help the teachers by doing binding
or other services.
You can be a translator for parent-teacher
conferences.
Preamble
We, the parents and guardians of students in Ruamrudee International
School (RIS), located in Bangkok, Thailand, in order to
promote cooperation and understanding between the parent
body and the school administration, to help the school attain
its goals, and to propagate its philosophies for the benefit
of the students, do hereby form ourselves into an association
and adopt this constitution.

NAME
This association shall be known as the RIS Parents'
Auxiliary. |

2 |
MEMBERSHIP
Membership of the Association shall consist of all parents
and/or guardians of all students enrolled at Ruamrudee
International School. |

3 |
RESPONSIBILITIES OF THE PARENT AUXILIARY
Section 1:
The main responsibility of the Parent Auxiliary is to
promote cooperation between the parents and school administration
to achieve the school philosophies and goals for the
benefit of the students.
Section 2:
The Parent Auxiliary may recommend changes of official
school policy by presenting them for consideration to
the Headmaster or School Director. The Administration
team shall have the authority to ratify any recommendations
of the Parent Auxiliary. An appeal can be made to the
School Board whose decision is final.
Section 3:
Since the Parent Auxiliary is an advisory rather than
law-making body, its rule-making power is limited. The
Parent Auxiliary has the power to make rules concerning
its internal administration. It also has the power to
make rules governing membership provided the Parent
Auxiliary does not violate the regulations of the school.
Section 4: The Parent Auxiliary may not intervene in
administrative or academic discipline by the school
administration. The Parent Auxiliary may not contradict
official school policy, however recommendation regarding
these matters may be given to the school administration
for consideration. |

4 |
OFFICERS AND ELECTIONS
Section 1:
The Executive Committee of the Parent Auxiliary shall
consist of five executive officers, i.e., the President,
Vice-President, Secretary, Treasurer and Public Relations
Officer, each chosen by general election of the entire
Parent body. Each Executive Officer shall serve a term
of one year beginning in June of each year.
Section 2:
Election of the Executive officers shall be held in
April of each year. Each candidate must be a parent
or guardian of a student enrolled in RIS.
Section 3:
Election shall be held by secret ballot. Balloting shall
be based on one vote per child. These results shall
be tabulated by the PA Executive Committee who are responsible
for conducting the election.
Section 4:
The election shall be determined by a plurality of votes.
Section 5:
The Parent Auxiliary may invite any administrator, teacher
representative, and/or any member of the various Student
Councils as observers. They shall assist and advise
but do not have voting privilege |

DUTIES OF EXECUTIVE OFFICERS
Section 1:
The duty of the President of the Parent Auxiliary is
to appoint individuals and committees within the Parent
Auxiliary, to investigate ideas and carry out Parent
Auxiliary projects. Section 2:
The duty of the Vice-President of the Parent Auxiliary
is to act as assistant to the president and to act as
a personal representative when the President is not
available. The Vice-President may be appointed by the
President for other duties. If for any reason the president
resigns, or becomes unable to perform his/her duties,
the Vice-President becomes President for the remainder
of the term of office.
Section 3:
The duty of the Secretary is to maintain written record
of all Parent Auxiliary proceedings. The Secretary is
responsible for taking attendance of all members during
meetings, and any other duties the President may assign.
Section 4:
The duty of the Treasurer is to handle the money and
financial records of the Parent Auxiliary. The Treasurer
is responsible for ensuring that all income is properly
deposited and that only approved withdrawals are made.
The Treasurer should keep an account of all incoming
and outgoing financial transactions subject to open
inspections. He/she may be assigned other duties as
the President may see fit.
Section 5:
The duty of the Public Relations Officer is to coordinate
with the Secretary for the notification of all Parent
Auxiliary members of meetings and activitiies. The Public
Relations Officer is also responsible for maintaining
contacts with active members of the Parent Auxiliary
as well as for all types of communications for circulation.
Section 6:
An officer of the Parent Auxiliary who wishes to resign
must submit a resignation in writing to the Executive
Committee stating the reasons for resignation. The Executive
Committee shall appoint a replacement to serve the remaining
term of office.
Section 7:
Any member of the Executive Committee may be removed
or suspended from office by unanimous vote of the members
of the Executive Committee. (up for writing) |

*AMENDMENTS
Procedures will be governed by the rules of parliamentary
procedures.
*Amendment to RIS Parent Auxiliary Bylaws Regarding
Disbursement of PA Funds, passed by majority vote on
4 Nov. 2004:
Ideally, all requests for funds will be brought to the
attention of the PA at the monthly meetings, where a
two-thirds majority vote of all members present is necessary
to authorize disbursement of any PA funds. However,
given that emergency requests sometimes come up between
meetings, it is proposed that no less than two
elected officers of the PA (one of whom must be either
the president or vice-president) shall be allowed to
authorize disbursements of no more than 4,000 baht per
request, if such disbursement is necessary before a
regular meeting can be held. Larger amounts must be
brought before the PA at the monthly meetings. |

7 |
RATIFICATION
The ratification of this Constitution and subsequent
amendments becomes official with two-thirds affirmative
vote of the members of the Parent Auxiliary ad hoc Organizing
Committee who are voting. |

8 |
EFFECTIVITY
This Constitution shall be effective immediately after
ratification by at least two-thirds affirmative vote
of the total number of ballots cast by the members of
the Parent Auxiliary ad hoc Organizing Committee. |
